The mayor is authorized, after consulting with appropriate officials, which may include the chief of the Aberdeen fire department and the chief of the Aberdeen police department, and obtaining input from the National Weather Service, the State Department of Natural Resources, the State Fire Marshal, and other appropriate agencies, to determine that conditions are too dangerous for the use of consumer fireworks and to issue an executive order declaring an emergency ban on the use of consumer fireworks, effective immediately upon issuance of the executive order. The mayor may delegate this authority to a city official to be exercised in his absence, and if no such delegation has been made, then the police chief and fire chief shall have this authority.
