Expenditures from the Animal Control Fund shall be limited to expenses necessary for animal control, including contracts for services, construction, maintenance, and operation of an animal control facility, and other services or programs as may be authorized by the city council.

Prior to the adoption of 6428 on 12/13/2006, Section 6.12.040 read as follows.

Expenditures may be made only for the purpose of construction, maintenance, and operation of an animal control facility and program as may be adopted by the city council, the payment of principal and interest on any revenue bonds that may be authorized by ordinance of the city council, and the city council may pledge said revenues, or so much thereof as may be required, and any revenue bond ordinance that may hereafter be enacted by the city council for the payment of principal and interest on said bonds.
