Any animal which is off the premises of the owner and not under the control of some person, or which is otherwise in violation of this chapter and subject to impound, may be impounded by the animal control officer. Except as provided in Sections 6.04.050(B) or 6.04.140, no licensed animal shall be impounded if it is on the owner's property.
