A. Every female dog or cat in heat shall be kept confined to the owner's property or in a veterinary hospital or boarding kennel so that such female dog or cat cannot come in contact with other animals except for intentional breeding purposes.

B. Dogs or cats kept outdoors for more than six hours at one time must be provided with a moisture-proof and windproof shelter of a size which allows the animal to turn around freely and to easily sit, stand and lie in a normal position and to keep the animal clean, dry and comfortable.

C. Every owner shall provide his or her animals with sufficient good and wholesome food and water, and veterinary care when needed to prevent suffering, and with humane care and treatment.

D. Any person who, as the operator of a motor vehicle, strikes a domestic animal shall stop at once and render such assistance as may be possible and shall immediately report such injury or death to the animal's owner, animal control officer, or police department.

Prior to the adoption of 6217 on 05/26/1999, Section 6.04.090 read as follows.

E. No person shall abandon any domestic animal within city limits.

F. Any unwanted cats or dogs may be taken to animal control by the owner. Animal control will place the animals for adoption and keep them the minimum time allowed by ordinance. At that time, if not adopted, they will be humanely euthanized. The following amounts will be charged:

1. Five dollars ($5.00) for each puppy or kitten under six months of age that belongs to a resident of the city of Aberdeen; provided that this fee shall be waived if the resident provides proof that the mother of the animal has been spayed;

2. Ten dollars ($10.00) for every other animal that belongs to a resident of the city of Aberdeen;

3. Fifteen dollars ($15.00) for any animal which does not belong to a resident of the city of Aberdeen; provided that the fee for nonresidents may be modified by contract to provide services for other municipalities. (Prior code § 6.06.080)
