Before engaging in business in the city of Aberdeen, a person must apply for and obtain a city business license on forms provided by the finance director for temporary licenses, as defined in Section 5.10.040(B), or the Washington State Department of Revenue for annual licenses and renewals depending upon the nature and intent of the business activity to be conducted. After receiving proper application and application fee(s), the finance director will issue a business license to the applicant for temporary licenses, or the Washington State Department of Revenue for annual licenses and renewals. When any person shall maintain an office, place of business, or other business presence in the city of Aberdeen, or when any person shall by the use of signs, circulars, cards or newspapers advertise any business in the city, it shall be considered evidence of their liability under this title and they shall be required to comply with all provisions herein.

A. Each applicant for an annual license or renewal shall be required to provide all information requested by the Washington State Department of Revenue application either online (https://dor.wa.gov/manage-business) or in paper form, including a city of Aberdeen endorsement.

B. Each applicant for a temporary license shall be required to provide the following information on their business license application:

1. The full name, address and telephone number of the person or business applying for the license;

2. A complete description of the business or solicitation activity to be carried on within the city of Aberdeen;

3. The full name, address, telephone number, driver’s license number and birth date of each owner or principal of the business;

4. A local business address while the applicant is engaged in business in the city;

5. The exact dates the applicant intends to engage in business in the city of Aberdeen;

6. A list of all persons, sellers or employees of the business that will be acting on behalf of the applicant while engaging in business in the city of Aberdeen, including the full name, address, driver’s license number, birthdate, and personal description for each;

7. A statement of any prior criminal convictions for each person listed under subsection (B)(3) of this section, including time, place and nature of crime.

C. All applications seeking city endorsement through the state, and all temporary licenses, shall be subject to review by the chief of police, building inspector, fire chief, and other city departments. The issuance of a business license by the director in no way warrants that the license holder has complied with the requirements and regulations enforced by other city officials; it is the applicant’s responsibility to ascertain and comply with all city statutes and ordinances.

D. To the extent set forth in this section, the following persons and businesses shall be exempt from the registration, license and/or license fee requirements as outlined in this chapter:

1. Any person or business whose annual value of products, gross proceeds of sales, or gross income of the business in the city is equal to or less than two thousand dollars ($2,000.00) (or higher threshold as determined by city) and who does not maintain a place of business within the city shall be exempt from the general business license requirements in this chapter. The exemption does not apply to regulatory license requirements or activities that require a specialized permit.
