As authorized by, and pursuant to Article 8, Section 7 of the Washington State Constitution, which generally prohibits the city from gifting money or property to private individuals or corporations, RCW 35.22.280(3), Chapters 35.94 and 39.33 RCW, and this chapter, the city council intends that this chapter govern the purchase of property, and the determination and disposition of all surplus real city property, regardless of type, size, location, or department of origin, except for property managed and controlled by the park board pursuant to the library board and to vacations of right-of-way (ROW) by the public works department.
