There shall be a committee appointed by the mayor, with the approval of the city council, which shall be known as the downtown parking and business improvement district committee. The function of the committee shall be to make recommendations and advise the mayor and city council on parking matters within the district, on the special assessment rates and formula, on other proposals as provided in Chapter 35.87A RCW, and on such other matters as may be delegated to the committee. The committee shall be composed of five (5) members representing businesses within the district. The term of office for three (3) of the initially appointed committee members shall be four (4) years from January 1, 1985, and the term of office for the remaining two (2) members shall be two (2) years from January 1, 1985, all as determined by lot at the first organizational meeting. After the initial terms have expired new members or reappointed members shall be appointed for a term of four (4) years. The chairperson shall be elected at the first meeting of the committee and thereafter a chairperson shall be elected at the first meeting after January 1st of each succeeding year.

Prior to the adoption of 6394 on 02/22/2006, Section 3.100.110 read as follows.

The committee shall be composed of five members representing businesses within the district provided; however, that no two members shall be appointed from businesses within the same street block in the district. The term of office for three of the initially appointed committee members shall be four years from January 1, 1985, and the term of office for the remaining two members shall be two years from January 1, 1985, all as determined by lot at the first organizational meeting. After the initial terms have expired new members or reappointed members shall be appointed for a term of four years. The chairperson shall be elected at the first meeting of the committee and thereafter a chairperson shall be elected at the first meeting after January 1, of each succeeding year.
