There is created a fund to be known as the recreational sports fund of which the finance director shall be the custodian. There shall be paid into the fund such moneys as the city council may from time to time order, as well as all other moneys received from and for the operation of parks and recreation department programs. The moneys in the recreational sports fund shall be expended only for the operation of recreational programs sponsored or conducted by the parks and recreation department.
