The first appointments of the five (5) board members shall be for terms of one (1), two (2), three (3), four (4), and five (5) calendar years, respectively, and thereafter each board member shall be appointed annually to serve for five (5) calendar years. No person shall be appointed to the board for more than two (2) consecutive terms. Vacancies shall be filled for unexpired terms as soon as possible in the manner in which members are regularly chosen. Any member of the board may be removed by a majority vote of the city council.
