The city council shall establish by resolution fees or charges for applications, notices, plan reviews, permits, administrative actions, or appeals authorized under this Title. Applicants shall pay the appropriate fees or charges in effect at the time a completed application is submitted to the reviewing department. No application shall be reviewed or approved unless the appropriate fees and charges have been paid.
