A structure containing a nonconforming use may be used for a different nonconforming use only upon the approval of a conditional use permit. A conditional use permit may be granted upon finding that all of the following criteria have been met:

A. No conforming use is practical because of the type of the building;

B. The proposed use will be as compatible to surrounding uses as was the previous nonconforming use;

C. The criteria in Section 17.68.060(B) for conditional land uses are met;

D. The conversion does not violate the abandonment criteria of Section 17.92.050.

The board of adjustment shall attach such conditions as are deemed necessary to assure compliance with the above findings to assure that the use will not become a nuisance or a hazard.
