A nonconforming use which has been abandoned for a period of one year shall not be returned to use. A use shall be considered abandoned if the premises have not been maintained to the extent necessary to continue the use or where applicable permits, licenses or approvals necessary for the use have been allowed to lapse, regardless of the condition of the premises.
