Where required by this title or as a condition for a rezone, conditional use permit, special use permit, or unclassified use permit, the proposed development shall provide landscaping so that:

A. Neighboring properties are shielded from any adverse external effects of that development;

B. The development is shielded from the negative impacts of adjacent uses such as streets or railroads;

C. When determining which buffering requirements apply between two (2) different principal uses on the same lot and another adjacent use, the city shall utilize the more intensive use to select the appropriate buffer;

D. Significant existing vegetation is retained and incorporated into the new landscaping design;

E. The development shall adhere to low impact development (LID) requirements in accordance with Section 13.70.130.
