Except as provided in Section 17.84.030, no sign shall be constructed, erected, moved, enlarged, illuminated or substantially altered without an approved sign permit, and if required, building and/or electrical permit. A permissive use permit is required for any sign located within a city right-of-way, including those exempted from obtaining a sign permit under Section 17.84.030.
