The city may, in the ordinance approving the rezone, establish a reasonable time within which development of the subject property must begin. If the city has established such a time limitation, the rezone will be considered revoked if the applicant, or a successor in interest to the applicant, has not obtained the necessary development permits and completed substantial construction by the specified date.
