A. Reclassification of Property. The property owner or an authorized agent of the owner may apply for a site-specific rezone (limited to property owned by the applicant and not of general applicability beyond the specific site). The city may initiate a rezone of general applicability (legislative decision) through action of the planning commission or by the city council passing a motion. Any person or department staff may request that the planning commission or city council initiate a rezone of general applicability. The department shall complete all necessary forms and provide all other information needed for applications initiated by the planning commission or city council.

B. Amendment to Zoning Regulations. Any person or the city may apply. For the city to apply, the amendment shall be initiated by a motion passed by either the planning commission or the city council. Any person or department staff may request that the planning commission or city council initiate an amendment. The department shall complete all necessary forms and provide all other information needed for applications initiated by the planning commission or city council.
