Any person aggrieved by the decision of the city engineer may request a review of that decision by the hearing examiner. The appeal shall be commenced by filing a written notice of appeal with the finance director within ten (10) days from the date notice requirements are met according to Section 16.08.130. The appeal shall be conducted in accordance with Chapter 2.30.
