There is created in the office of the Finance Director a special fund for the operation of the Utility and all charges collected under the provisions of this chapter shall be deposited and placed in said fund and shall be disbursed as the city council of the city of Aberdeen may from time to time direct. Expenditures from the fund shall be made only for the establishment, maintenance, operation and capital needs of the Utility.
