When any property owner desires to have sewer service terminated for any property because the building or structure thereon is either removed, destroyed or condemned, the side sewer shall be capped or sealed in a manner approved by the city. The owner shall apply to the city for a capping permit, on a form supplied by the city. Upon the issuance of the permit, the owner shall cap his sewer line at the point designated by the city.
