As used in this chapter, the following terms are defined in this section:

"By-pass" means a physical arrangement whereby water may be diverted around any feature of the purification process of a public water supply.

"Cross-connection" means a physical arrangement whereby a public water supply system is connected with another water supply system, either public or private, in such a manner that a flow of water into such public water supply system from such other water supply system is possible.

"Emergency intake" means an intake or other device capable of introducing water into the public water supply system from a source of supply which, because of its usage characteristics, has not been approved for drinking and culinary purposes by the state department of health.
