A. The violations enumerated in Section 13.08.120 shall each constitute a public nuisance subject to injunction, abatement or such other remedies as may be provided by law in the case of public nuisances.

B. In addition to such other remedies, whenever any violation under Section 13.08.120 constitutes or reasonably appears to constitute an imminent or immediate danger to the health or safety of the public or a significant portion thereof, the director shall have the authority to summarily and without notice abate the same. The expenses of such abatement shall become a civil debt against the owner or other responsible party and shall be collectable in the same manner and at the same rates as any other service or charge for services as provided by Section 13.08.110.
