The director is authorized to adopt and enforce such reasonable rules and regulations as may be consistent with and necessary to carry out the provisions relating to the collection and disposal of solid waste and recyclables not in conflict with the provisions of this code, the Grays Harbor County Comprehensive Solid Waste Management Plan, and intergovernmental agreements regarding solid waste disposal.
