Solid Waste and Recyclable Containers. Every person occupying, or in possession, charge, or control of any dwelling or business establishment, as herein defined, shall at all times keep and maintain, or cause to be kept and maintained, portable approved solid waste and recyclable containers and, except as otherwise expressly permitted by this chapter, shall promptly deposit in the containers all solid waste and recyclables accumulated on the premises. Solid waste and recycle containers furnished by the city shall remain the property of the city and replacements for lost, damaged, destroyed, or worn-out solid waste or recycle containers shall be provided at actual cost, to be collected in the same manner as other charges for services. If a single container is inadequate to accommodate the usual amount of solid waste and recyclables accumulated, such additional containers as the Director deems necessary shall be provided. In the case of multiple dwellings, it shall be the duty of the owner and/or person in charge to see that all tenants have such containers as required available.

Prior to the adoption of 6431 on 01/10/2007, Section 13.08.060 read as follows.
