There is created the board of appeals which shall consist of the members of the board of adjustment. The board shall determine the suitability of alternate materials, types of construction, interpretation of the provisions of this chapter and hear appeals from an order of the inspector. The inspector shall act as secretary of the board. The board shall adopt rules and regulations for conducting its investigations and shall meet upon the call of the inspector.
