No person shall place or cause to be placed or keep or suffer to remain, any article in any street or on any sidewalk of the city, so as to obstruct the free use and passage thereof without first obtaining a permit from the city. This section shall not be construed to prohibit merchants or others, from placing goods, wares and merchandise, household furniture and other commodities, on the sidewalk for the purpose of loading or unloading, providing the same be removed without unreasonable delay.

Prior to the adoption of 6416 on 11/29/2006, Section 12.44.040 read as follows.

No person shall place or cause to be placed or keep or suffer to remain, any log, timber, box, cask, stone or other article in any street or on any sidewalk of the city, so as to obstruct the free use and passage thereof, but this section shall not be construed to prohibit merchants or others, from placing goods, wares and merchandise, household furniture and other commodities, on the sidewalk for the purpose of loading or unloading, providing the same be removed without unreasonable delay.
