There shall be at the expense of the city, kept and maintained upon each side of each draw bridge in the city, and at a point no greater than ten feet from each end of said bridge, from sunset until sunrise, of each and every day, a light of such character and power as may be necessary for the protection of human life against accident, while such bridge is open, or being opened, closed or being closed, in the due course of business.
