The city engineer is empowered to designate parking places and drop-off zones for handicapped persons. Such a zone shall be effective upon the construction of the signing for handicapped parking prescribed the state of Washington. It shall be a parking infraction for a vehicle to be parked in a parking area designated for the handicapped, unless the vehicle bears a properly issued license plate, card, or decal for disabled persons issued under the authority of RCW 46.16.380.
