Not more than forty-five (45) days and not less than thirty (30) days prior to the date of any city primary election, the mayor and city council shall adopt a resolution setting forth the date thereof, the respective city offices to be filled and the terms thereof, the propositions, if any, to be submitted to the voters of the city and such other matters as may properly be submitted to the voters of the city at such primary election. The city comptroller shall certify a copy of such resolution to the county election board.
